II.                   Approve Minutes for March 11, 2010.

III.                  Discussion/Staff Presentation - Capital Sales Tax Fund - Flintlock Overpass - Water District #2 Engineering Reimbursement - $10,122.51 - Public Works Department - Determine voter intent.

 

Public Works Director Steve Hansen presented this item.  In order to complete the final engineering design of the Flintlock Road overpass project, HNTB and the City worked with the local utilities to minimize conflicts and accommodate infrastructure as part of the project. Water District #2 has mains that are currently in an easement along the project, particularly along Liberty Drive. In order to accommodate the project, Water District #2 reviewed and designed improvements to resolve conflicts with the proposed construction of the Flintlock Overpass project. The engineering services required for review and design by Water District #2 are a direct result of the project and warrant reimbursement for the work completed. Total reimbursable costs from Water District #2 relating to this project amount to $10,122.51. Funding for the reimbursement of $10,122.51 is proposed to be from the $1.5 million available for the Flintlock project in this year's Liberty 2010 Capital Improvement Fund.

IV.               Discussion/Staff Presentation - Capital Sales Tax Fund - Payment to MoDOT for I-35/US69/M33 Interchange Improvements - $162,384.76 - Public Works Department - Determine voter intent.

V.                 Discussion/Staff Presentation - Capital Sales Tax Fund - Street Crack Sealing Project - Public Works Department - Determine voter intent.

 

Public Works Director Steve Hansen presented this item.  Staff presented an overview of this project at the March 2010 CSTOC meeting and discussed this year's emphasis on maintenance and rehabilitation of the failing sections of pavement throughout the City.  Staff took bids for this project and the lowest and best bid came from Musselman & Hall in the amount of $100,280. The Crack Sealing project includes the application of nearly 100,000 pounds of fiber-modified asphalt sealant to seal cracks on the City's major streets and various subdivisions. The crack sealing will help fill voids and keep moisture out of the pavement, in order to extend the life of the street.
