Chapter 100 Tax Abatement Program
The City of Liberty has the ability to issue Industrial Development Bonds to finance industrial development projects. The City issues the bonds to finance real and/or personal property for eligible projects. The use of these bonds provides the ability to abate a percentage of real and/or personal property tax. These bonds also provide the use of a sales tax exemption when purchasing equipment, machinery and other eligible purchases.
The City recently expanded its tax abatement program to allow up to 90% tax abatement for qualifying companies. The City also allows up to 100% tax abatement for science and technology related companies or class-A office projects.
Chapter 353 Tax Abatement
Upon formulation of an Urban Redevelopment Corporation, a 100% tax abatement is available on the assessed value of the improvements and the increase in assessed value of the property.
Enhanced Enterprise Zone District (EEZ) Tax Abatement Program
Enhanced Enterprise Zones offer 50% abatement for 10 years as well as tax credits to a company creating jobs and making investments within the boundary of the zone. Additional abatement is offered if certain criteria are met.
Tax Increment Financing (TIF)
A tool to capture the increase in property taxes and sales taxes created from new construction to use for public improvements within the District. Up to 100% of property tax and 50% sales tax increment can be captured within the district.
Community Improvement District (CID)
A special purpose district in which property owners voluntarily tax themselves to fund a broad range of public improvements and/or services to support business activity and economic development within the district.
Neighborhood Improvement District (NID)
A special purpose district to finance public improvements. The public improvement cost is then assessed against property owners in the district and apportioned in a manner commensurate to the amount of benefit received from the improvements.
